Hoover instructs FBI to STOP looking for Suspects EARLY. (below)
The Warren Commission had NO Investigative staff.
They were totally dependant on the FBI to investigate any/all avenues of interest.
One example is the problem the Commission had in one of their Executive Sessions when the subject came up about Oswald being an FBI Informant.
