Maybe that's why they didn't have room in the 26 volumes to publish
Ruby was an Informant for Richard Nixon in 1947 on the HUAC.
Sure Rossley, just like you COULD NOT PROVE your statement that Rather

Chapter 1 28 God blessed them, saying:
be fertile and multiply; fill the earth and subdue it. Have dominion over
the fish of the sea, the birds of the air, and all the living things that move
on the earth”
Chapter 19 Destruction of Sodom and Gomorrah.
1 The two angels reached Sodom in the evening, as Lot was sitting at the
gate of Sodom. When Lot saw them, he
got up to greet them; and bowing down with his face to the ground, 2 he said,
“Please, gentlemen, come aside into your servant’s house for the night, and
bathe your feet; you can get up early to continue your journey.” But they
replied, “no, we shall pass the night in the town square.” 3 He urged them
so strongly, however, that they turned aside to his place and entered his house.
He prepared a meal for them, baking cakes without leaven and they dined.
4 “Before they went to bed, all the townsmen of Sodom, both young and
old all the people to the last man—closed in on the house. 5 They called to
Lot and said to him. “Where are the men who came to your house tonight?
Bring them out to us that we may have intimacies with them.” 6 Lot went
out to meet them at the entrance. When
he had shut the door behind him, 7 he said, “I beg you, my brothers, not to do
this wicked thing. * I have two
daughters who have never had intercourse with men. Let me bring them out to you,
and you may do to them as you please. ‘But don’t do anything to these men,
for you know they have come under the shelter of my roof.” 9 They replied,
Stand back! This fellow,” they sneered, “come here as an immigrant, and now
he dares to give orders! We’ll treat you worse than them! ”With that, they
pressed hard against Lot, moving in closer to break down the door. 10 But his
guests put out their hands, pulled Lot inside with them, and closed the door; 11
at the same time they struck the men at the entrance of the house, one and all,
with such a blinding light * that they were utterly unable to reach the doorway.
12 Then the angels said to Lot: “Who
else belongs to you here? Your sons
[sons-in-law] and your daughters and all who belong to you in the city—take
them away from it! 13 We are about to destroy this place, for the outcry
reaching the Lord against those in the city is so great that he has sent us to
destroy it.”14 So Lot went out and spoke to his sons-in-law, who had
contracted marriage with his daughters. ”Get up and leave this place, “ he
told them; ”the Lord is about to destroy the city.”
But his sons-in-law thought he was joking. 15 As dawn was breaking, the
angels urged Lot on saying. “On your way! Take with you your wife and your two
daughters who are here or you will be swept away in the punishment of the
city.” 16 When he hesitated, the men, by the Lord’s mercy, seized his hand
and the hands of his wife and his two daughters and led them to safety outside
the city. 17 As soon as they had been brought outside, he was told:
“flee for your life”! Don’t
look back or stop anywhere on the Plain. Get off to the hills at once, or you
will be swept away.” 18 “Oh, no, my lord!” replied Lot. 19 “you have
already thought enough of your servant to do me the great kindness of
intervening to save my life. But I
cannot flee to the hills to keep the disaster from overtaking me, and so I shall
die. 20 Look, this town ahead is
near enough to. Isn’t it?—that my life may be saved.” 21 “Well, then,”
he replied, “I will also grant you
the favor you now ask. I will not
overthrow the town you speak of. 22 Hurry, escape there! I cannot do anything
until you arrive there.” That is why the town is called Zoar. 23 The sun was
just rising over the earth as Lot arrived in Zoar: 24 at the same time the Lord
rained down sulphurous fire upon Sodom and Gomorrah [from the Lord out to
heaven]. 25 He overthrew those cities and the whole Plain, together with the
inhabitants of the cities and the produce of the soil. 26 But lot’s wife
looked back, and she was turned into a pillar of sale.
27 Early the next morning Abraham went to the place where he had stood in
the Lord’s presence. 28 As he looked down toward Sodom and Gomorrah and the
whole region of the Plain, he saw dense smoke over the land rising like fumes
from a furnace. 29 Thus it came to pass: when God destroyed the Cities of the
Plain, he was mindful of Abraham by sending Lot away from the upheaval by which
God overthrew the cities where Lot had been living.
chapter 18 The Sanctity of
The Lord said to Moses, 2 “speak to the Israelites and tell them: I, the Lord,
am your God. 3 You shall not do as they do in the land of Egypt, where you once
lived, nor shall you do as they do in the land of Canaan, where I am bringing
you: do not conform to their customs. 4 My decrees you shall carry out, and my
statutes you shall take care to follow. I, the Lord, am your God, 5 keep, then,
my statues and decrees, for the man who carries them out will find life through
them. I am the Lord, 6 *None of you shall approach a close relative to have
sexual intercourse with her. I am
the Lord. 7 You shall not disgrace
you father by having intercourse with your mother. Besides, since she is your
own mother, you shall not have intercourse with her. 8 You shall not have
intercourse with your father’s wife, “ for that would be a disgrace to your
father. 9 You shall not have intercourse with you sister, your father’s
daughter or your mother’s daughter, whether she was born in your own household
or born elsewhere. 10 You shall not have intercourse with your son’s daughter
or with your daughter’s daughter, for that would be a disgrace to your own
family. 11 You shall not have
intercourse with the daughter whom your father’s wife bore to him since she,
too, is you sister. 12 You shall not
have intercourse with your father’s sister, since she is your father’s
relative. 13 you shall not have
intercourse with your mother’s sister, since she is your mother’s relative.
14 You shall not disgrace your father’s brother by being intimate with
his wife, since she, too, is your aunt. 15
You shall not have intercourse with your daughter-in-law: she is your son’s
wife, and therefore you shall not disgrace her.
16 You shall not have intercourse with your brother’s wife, * for that
would be a disgrace to your brother. 17
You shall not have intercourse with a woman and also with her daughter, nor
shall you marry and have intercourse with her son’s daughter or her
daughter’s daughter, this would be shameful, because they are related to her.
18 While your wife is still living you shall not marry her sister as her
rival: for thus you would disgrace your first wife.
19 “You shall not approach
a woman to have intercourse with her while she is unclean from menstruation.
20 You shall not have carnal relations with your neighbor’s wife,
defiling yourself with her. 21 You
shall not offer any of your offspring to be immolated to Molech* thus profaning
the name of your God. I am the Lord.
22 You shall not lie with a male
as with a woman: such a thing is an abomination. 23 You shall not have
carnal relations with an animal, defiling yourself with it; nor shall a woman
set herself in front of an animal to mate with it; such things are abhorrent, 24
“Do not defile yourselves by any of these things by which the nations whom I
am driving out of your way have defiled themselves. 25 Because their land has
become defiled, I am punishing it for its wickedness, by making it vomit out its
inhabitants. 26 You, however whether natives or resident aliens, must keep my
statutes and decrees forbidding all such abominations 27 by which the previous
inhabitants defiled the land; 28 otherwise the land will vomit you out also for
having defiled it, just as it vomited out the nations before you. 29 Everyone
who does any of these abominations shall be cut
off from among his people. 30 Heed my charge, the abominable customs that
have been observed before you. I, the Lord, am your God.”
chapter 19 Various Rules of Conduct.
31 “Do not go to mediums or consult fortune-tellers, for you will be
defiled by them. I, the Lord, am your God
chapter 20 Penalties for Various Sins.
13 If a man lies with a male
as with a woman, both of them shall be put to death for their abominable deed;
they have forfeited their lives.
chapter 7 Destruction of Pagans.
25 The images of their gods you shall destroy by; fire.
Do not covet the silver or gold on them, nor take it for yourselves, lest
you be ensnared by it; for it is an abomination to the Lord, your God. 26 You
shall not bring any abominable thing into your house, lest you be doomed with
it; loathe and abhor it utterly as a thing that is doomed.
chapter 13 Penalties for Idolatry. 1
“/every command that I enjoin on you, you shall be careful to observe, neither
adding to it nor subtracting from it. 2 “If there arises among; you a prophet
or a dreamer who promises you a sign or wonder, 3 urging you to follow other
gods, whom you have not known and to serve them:
even though the sign or wonder he has foretold you comes to pass, 4 pay
no attention to the words of that prophet or that dreamer; for the Lord, your
God, is testing you to learn whether you really love him with all your heart and
with all your soul. 5 The Lord, your God, shall you follow, and him shall you
fear; his commandment shall you observe, and his voice shall you heed, serving
him and holding fast to him alone. 6 But that prophet or that dreamer shall be
put to death, because in order to lead you astray from the way which the Lord,
your God, has directed you to take, he has preached apostasy from the Lord, your
God, who brought you out of the land of Eqypt and ransomed you from that place
of slavery. Thus shall you purge the
evil from your midst. 7 “If your own full brother, or
your son or daughter, or your beloved wife, or your intimate friend, entices you
secretly to serve other gods, whom you and your fathers have not known, 8 gods
of any other nation near at hand or far away from one end of the earth to the
other: 9 do not yield to him or listen to him, nor look with pity upon him, to
spare or shield him, 10 but kill him.
Your hand shall be the first raised to slay him; the rest of the people
shall join in with you. 11 You shall stone him to death, because he sought to
lead you astray from the Lord, your God, who brought you out of the land
of Egypt, that place of slavery. 12 and all Israel, hearing of it, shall fear
and never again do such evil as this is in your midst.
13 “If, in any of the cities which the Lord, your God, gives you to
dwell in, you hear it said 14 that certain scoundrels have sprung up among you
and have led astray the inhabitants of their city to serve other gods whom you
have not known 15 you must inquire carefully into the matter and investigate it
thoroughly. If you find that it is
true and an established fact that this abomination has been committed in your
midst. 16 you shall put the inhabitants of that city to the sword, dooming the
city and all life that is in it, even its cattle, to the sword. 17 Having heaped
up all its spoils in the middle of its square, you shall burn the city with all
its spoils as a whole burnt offering to the Lord, your God.
Let it be a heap of ruins forever, never to be rebuilt. 18 You shall not
retain anything that is doomed, that the blazing wrath of the Lord may die down
and he may show you mercy and in his mercy for you may multiply you as he
promised your fathers on oath: 19 because you have heeded the voice of the Lord,
your God, keeping all his commandments which I enjoin on you today, doing what
is right in his sight.
chapter 21 the incorrigible son. 18
“If a man has a stubborn and unruly son who will not listen to his father or
mother, and will not obey them even thought they chastise him, 19 his father and
mother shall have him apprehended and brought out to the Elders at the gate of
his home city. 20 where they shall say to those city elders, This son of ours is
a stubborn and unruly fellow who will not listen to us:
He is a glutton and a
drunkard. 21. then all of his fellow citizens shall stone him to death.
Thus shall you purge the
evil from your midst, and all Israel, on hearing of it, shall fear.

chapter 15 Mans free will
11 Say not: ”It

12 Say not: “It
was he who set me astray”; for he has no need of wicked man.
wickedness the Lord hates, he does not let it befall those who fear him.

Matthew Chapter 10 1
then he summoned his twelve disciples and gave them authority to expel un-clean
spirits and to cure sickness and disease of every king.
2 The names of the twelve apostles are these:
first Simon now known as Peter and his brother Andrew; James, Zebedee’s
son, and his brother John; 3 Philip and Bartholomew, Thomas and Matthew the tax
collector; James, son of Alphaeus, and Thaddaeus; 4 Simon the Zealot Pay member,
and Judas Iscariot, who betrayed him 5 Jesus sent these men on mission as the
Twelve, after giving them the following instructions: “Do not visit pagan
territory and do not enter a Samaritan town. 6 Go instead after the lost sheep
of the house of Israel 7 As you go, make this announcement: “The reign of God
is at hand! 8 Cure the sick, raise the dead, heal the leprous, expel demons. The
gift you have received, give as a gift. 9 Provide yourselves with neither gold
nor silver nor copper in your belts; 10 no traveling bag, no change of shirt, no
sandals, no walking staff. The
workman, after all, is worth his keep 11 “look for a worthy person in every
town or village you come to and stay with him until you leave.12 As you enter
his home bless it. 13 If the home is deserving, your blessing will descend on
it. If it is not, your blessing will
return to you.14 If anyone does not receive you or listen to what you have to
say, leave that house or town, and once outside it shake its dust from your feet
15 I assure you, it will go easier for the region of Sodom and Gomorrah on the
day of judgment than it will for that town.16
“what I am doing is sending you out like sheep among wolves. You must
be clever as snakes and innocent as doves. 17
Be on your guard with respect to others. They
will hale you into court, they will flog you in their synagogues. 18 You will be
brought to trial before rulers and kings, to give witness before them and before
the Gentiles on my account. 19 When
the hand you over, do not worry about what you will say or how you will say it.
When the hour comes, you will be given what you are to say. 20 You
yourselves will not be the speakers: the Spirit of your Father will be speaking
in you. 21 “Brother will hand over brother to death, and the father his child:
children will turn against parents and have them put to death. 22 you will be
hated by all on account of me. But whoever holds out till the end will escape
death. 23 When they persecute you in one town, flee to the next. I solemnly
assure you, you will not have covered the towns of Israel before the Son of Man
comes. 24 “ No pupil outranks his teacher, no slave his master. 25 The pupil
should be glad to become like his teacher, the slave like his master. If the all
the head of the house Beelzebul, how much more the members of his household! 26
Do not let them intimidate you. Nothing
is concealed that will not become known. 27 What I tell you in darkness, speak
in the light. What you hear in
private, proclaim from the housetops.28 “do not fear those who deprive the
body of life but cannot destroy the soul, Rater, fear him who can destroy both
body and soul in Gehenna. 29 Are not two sparrows sold for nest to nothing?
Yet not a single sparrow falls to the ground without your Father’s
consent. 30 As for you, every hair of you head has been counted; 31 so do not be
afraid of anything. You are worth ore than an entire flock of sparrows. 32
Whoever acknowledges me before men I will acknowledge before my father in
heaven. 33 Whoever disowns me before men I will disown before my Father in
heaven. 34 “Do not suppose that my mission on earth is
to spread peace. My mission is to
spread, not peace, but division. 35 I have come to set a man at odds with his
father, a daughter with her mother, a daughter-in-law with her mother-in-law. 36
in short, to make a man’s enemies those of his own household. 37 Whoever loves
father or mother, son or daughter, more than me is not worthy of me.
38 He who will not take up his cross and
come after me is not worthy of me. 39 He who seeks only himself brings himself
to ruin, whereas he who brings himself to nought for me discovers who he is. 40
“He who welcomes you welcomes me, and he who welcomes me welcomes him who sent
me. 41 He who welcomes a prophet because he bears the name of prophet receives a
prophet’s reward; he who welcomes a holy man because he is known to be holy
receives a holy man’s reward. 42 And I promise you that whoever gives a cup of
cold water to one of these lowly ones
because he is a disciple will not want for his reward.”
Chapter 1 Punishment of Idolatry 18
The wrath of God is being revealed from heaven against the irreligious and
perverse spirit of men who, in this perversity of there is, hinder the truth. 19
In fact, whatever can be known about God is clear to them; he himself made it
so. 20 Since the creation of t he world, invisible realities, God’s eternal
power and divinity, have become visible, recognized through the things he has
made. Therefore these men are
inexcusable. 21 They claimed to be wise, but turned into fools instead; 23 they
exchanged the glory of the immortal God for images representing mortal man,
birds, beasts, and snakes. 24 In consequence, God delivered them up in their
lusts to unclean practices; they engaged in the mutual degradation of their
bodies. 25 these men who exchanged the truth of God for a lie and worshiped and
served the creature rather than the Creator—blessed be he forever, amen! 26
God therefore delivered them up to disgraceful passions.
Their women exchanged natural intercourse for unnatural, 27 and the men
gave up natural intercourse with women and burned with lust for on another. Men
did shameful things with men, and thus received in their own persons the penalty
for their perversity. 28 They did not see fit to acknowledge God, so God
delivered them up to their own depraved sense to do what is unseemly, 29 They
are filled with every kind of wickedness: maliciousness, greed, ill will, envy,
murder, bickering, deceit, craftiness. They
are gossips 30 and slanderers, they hate God, are insolent, haughty, boastful,
ingenious in their wrongdoing and rebellious toward their parents. 31 One sees
in them men without conscience, without loyalty, without affection, without
pity, 32 They know God’s just decree that all who do such things deserve
death; yet they not only do them but approve them in others.
Chapter 2 God’s Just
Judgment. 1 That is why every one of
you who judges another is in excusable. By
your judgment you convict yourself, since you do the very same things. 2 “We
know that God’s judgment on men who do such things is just.” 3 Do you
suppose, then, that you will escape his judgment, you who condemn these things
in others yet do them yourself? 4 Or do you presume on his kindness and
forbearance: Do you not know that
God’s kindness is an invitation to you to repent? 5 In spite of this, our hard
and impenitent heart is storing up retribution for that day of wrath when the
just judgment of God will be revealed. 6 when he will repay every man for what
he has done: 7 eternal life to those who strive for glory, honor, and
immortality by patiently doing right; 8 wrath and fury to those who selfishly
disobey the truth and obey wickedness. 9 Yes, affliction and anguish will come
upon every man who has done evil, the Jew first, then the Greek. 10 But there
will be glory, honor, and peace for everyone who has done good, likewise the Jew
first, then the Greek. 11 With God there is no favoritism.
Chapter 6..Death to sin, Life in God.
1 What, then, are we to say? “Let us continues in sin that grace may
abound?” 2 Certainly no! How can
we who died to sin goon living in it? 3 Are you not aware that we who were
baptized into Christ Jesus were baptized into his death: 4 Through baptism into
his death we were buried with him, so that, just as Christ was raised from the
dead by the glory of the Father, we too might live a new life. 5 If we have been
united with him through likeness to his death, so shall we be through a like
resurrection. 6 This we know: our old self was crucified with him so that the
sinful body might be destroyed and we might be slaves to sin no longer. 7 A man
who is dead has been freed from sin. 8 If we have died with Christ, we believe
that we are also to live with him. 9 We know that Christ, once raised from the
dead, will never die again: death has no more power over him.
10 His death was death to sin, once for all; his life is life for God. 11
In the same way, you must consider yourselves dead to sin but alive for God in
Christ Jesus 12 Do not, therefore, let sin rule your mortal body and make you
obey its lusts; 13 no more shall you offer the members of you body to sin as
weapons for evil. Rather, offer
yourselves to God as men who have come back from the dead to life, and your
bodies to God as weapons for justice. 14 Sin will no longer have power over you;
you are now under grace, not under the law. 15 What does all this lead to?
Just because we are not under the law but under grace, are we free to
sin? By no means! 16 You must realize that, when you offer yourselves to someone
as obedient slaves, you are the slaves of the one you obey, whether yours is the
slavery of sin, which leads to death, or of obedience, which leads to justice.
17 Thanks be to God, though once you were slaves of sin, you sincerely obeyed
that rule of teaching, which was imparted to you; 18 freed from your sin, you
became slaves of justice. 19 (I use the following example from human affairs
because of your weak human nature.) Just
as formerly you enslaved your bodies to impurity and licentiousness for their
degradation, make them now the servants of justice for their sanctification. 20
When you were slaves of sin, you had freedom from justice. 21 What benefit did
you then enjoy? Things you are now
ashamed of, all of them tending toward death. 22 But now that you are freed from
sin and have become slaves of God, your benefit is sanctification as you tend
toward eternal life. 23 The wages of sin is death, but the gift of God is
eternal life in Christ Jesus our Lord.
Chapter 5 9
I wrote you in my letter not to associate with immoral persons. 10 I was not
speaking of association with immoral people in this world, or the covetous or
thieves or idolators. To avoid them,
you would have to leave the world! 11 What I really wrote about was your not
associating with anyone who bears the title “brother” if he is immoral,
covetous, an idolator, an abusive person, a drunkard, or a thief.
It is clear that you must not eat with such a man. 12 What business is it
of mine to judge outsiders? Is it
not those inside the community you must judge? 13 God will judge the others.
“expel the wicked man from your midst.”
Chapter 5 Proper use of
Freedom 13 My brothers, remember that you have been called to live in
freedom—but not a freedom that gives free rein to the flesh.
Out of love, place yourselves at one another’s service. 14 The whole
law has found its fulfillment in the one saying: “You shall love your neighbor
as yourself.” 15 If you go on biting and tearing one another to pieces, take
care! You will end up in mutual destruction!
16 My point is that you should live in accord with the spirit and you will not
flesh lusts against the spirit and the spirit pose.
This is why you do not do what your will intends. 18 If you are guided by
the spirit, you are not under the law. 19 It is obvious what proceeds from the
flesh: lewd conduct, impurity, licentiousness, 20 idolatry, sorcery,
hostilities, bickering, jealousy, outbursts of rage, selfish rivalries,
dissensions, factions, 21 envy, drunkenness, orgies, and the like. I warn you,
as I have warned you before those who do such things will not inherit the
kingdom of God! 22 In contrast, the
fruit of the spirit is life, joy, peace, patient endurance, kindness generosity,
faith, 23 mildness and chastity. Against
such there is no law! 24 Those who belong to Christ Jesus have crucified their
flesh with its passions and desires. 25 since we live by the spirit, let us
follow the spirit’s lead. 26 Let us never be boastful, or challenging, or
jealous toward one another.
Chapter 1 Temptation 12
Happy the man who holds out to the end through trial!
Once he has been proved, he will receive the crown of life the Lord has
promised to those who love him. 13 No one who is tempted is free to say, “I am
being tempted by God.” Surely God,
who is beyond the grasp of evil, tempts on one.
14 Rather the tug and lure of his own passion tempt every man. 15 Once
passion has conceived, it gives birth to sin, and when sin reaches maturity if

Remarks Prepared for Delivery at the Trade Mart in Dallas
John F. Kennedy
I am honored to have this invitation to address the annual meeting
of the Dallas Citizens Council, joined by the members of the Dallas
Assembly--and pleased to have this opportunity to salute the Graduate
Research Center of the Southwest.
is fitting that these two symbols of Dallas progress are united in the
sponsorship of this meeting. For they represent the best qualities, I am
told, of leadership and learning in this city--and leadership and
learning are indispensable to each other. The advancement of learning
depends on community leadership for financial and political support and
the products of that learning, in turn, are essential to the
leadership's hopes for continued progress and prosperity. It is not a
coincidence that those communities possessing the best in research and
graduate facilities--from MIT to Cal Tech--tend to attract the new and
growing industries. I congratulate those of you here in Dallas who have
recognized these basic facts through the creation of the unique and
forward-looking Graduate Research Center.
link between leadership and learning is not only essential at the
community level. It is even more indispensable in world affairs.
Ignorance and misinformation can handicap the progress of a city or a
company, but they can, if allowed to prevail in foreign policy, handicap
this country's security. In a world of complex and continuing problems,
in a world full of frustrations and irritations, America's leadership
must be guided by the lights of learning and reason or else those who
confuse rhetoric with reality and the plausible with the possible will
gain the popular ascendancy with their seemingly swift and simple
solutions to every world problem.
will always be dissident voices heard in the land, expressing opposition
without alternatives, finding fault but never favor, perceiving gloom on
every side and seeking influence without responsibility. Those voices
today other voices are heard in the land--voices preaching doctrines
wholly unrelated to reality, wholly unsuited to the sixties, doctrines
which apparently assume that words will suffice without weapons, that
vituperation is as good as victory and that peace is a sign of weakness.
At a time when the national debt is steadily being reduced in terms of
its burden on our economy, they see that debt as the greatest single
threat to our security. At a time when we are steadily reducing the
number of Federal employees serving every thousand citizens, they fear
those supposed hordes of civil servants far more than the actual hordes
of opposing armies.
cannot expect that everyone, to use the phrase of a decade ago, will
"talk sense to the American people." But we can hope that
fewer people will listen to nonsense. And the notion that this Nation is
headed for defeat through deficit, or that strength is but a matter of
slogans, is nothing but just plain nonsense.
want to discuss with you today the status of our strength and our
security because this question clearly calls for the most responsible
qualities of leadership and the most enlightened products of
scholarship. For this Nation's strength and security are not easily or
cheaply obtained, nor are they quickly and simply explained. There are
many kinds of strength and no one kind will suffice. Overwhelming
nuclear strength cannot stop a guerrilla war. Formal pacts of alliance
cannot stop internal subversion. Displays of material wealth cannot stop
the disillusionment of diplomats subjected to discrimination.
all, words alone are not enough. The United States is a peaceful nation.
And where our strength and determination are clear, our words need
merely to convey conviction, not belligerence. If we are strong, our
strength will speak for itself. If we are weak, words will be of no
realize that this Nation often tends to identify turning-points in world
affairs with the major addresses which preceded them. But it was not the
Monroe Doctrine that kept all Europe away from this hemisphere--it was
the strength of the British fleet and the width of the Atlantic Ocean.
It was not General Marshall's speech at Harvard which kept communism out
of Western Europe--it was the strength and stability made possible by
our military and economic assistance.
this administration also it has been necessary at times to issue
specific warnings--warnings that we could not stand by and watch the
Communists conquer Laos by force, or intervene in the Congo, or swallow
West Berlin, or maintain offensive missiles on Cuba. But while our goals
were at least temporarily obtained in these and other instances, our
successful defense of freedom was due not to the words we used, but to
the strength we stood ready to use on behalf of the principles we stand
ready to defend.
strength is composed of many different elements, ranging from the most
massive deterrents to the most subtle influences. And all types of
strength are needed--no one kind could do the job alone. Let us take a
moment, therefore, to review this Nation's progress in each major area
as Secretary McNamara made clear in his address last Monday, the
strategic nuclear power of the United States has been so greatly
modernized and expanded in the last 1,000 days, by the rapid production
and deployment of the most modern missile systems, that any and all
potential aggressors are clearly confronted now with the impossibility
of strategic victory--and the certainty of total destruction--if by
reckless attack they should ever force upon us the necessity of a
less than 3 years, we have increased by 50 percent the number of Polaris
submarines scheduled to be in force by the next fiscal year, increased
by more than 70 percent our total Polaris purchase program, increased by
more than 75 percent our Minuteman purchase program, increased by 50
percent the portion of our strategic bombers on 15-minute alert, and
increased by too percent the total number of nuclear weapons available
in our strategic alert forces. Our security is further enhanced by the
steps we have taken regarding these weapons to improve the speed and
certainty of their response, their readiness at all times to respond,
their ability to survive an attack, and their ability to be carefully
controlled and directed through secure command operations.
the lessons of the last decade have taught us that freedom cannot be
defended by strategic nuclear power alone. We have, therefore, in the
last 3 years accelerated the development and deployment of tactical
nuclear weapons, and increased by 60 percent the tactical nuclear forces
deployed in Western Europe.
can Europe or any other continent rely on nuclear forces alone, whether
they are strategic or tactical. We have radically improved the readiness
of our conventional forces--increased by 45 percent the number of combat
ready Army divisions, increased by 100 percent the procurement of modern
Army weapons and equipment, increased by 100 percent our ship
construction, conversion, and modernization program, increased by too
percent our procurement of tactical aircraft, increased by 30 percent
the number of tactical air squadrons, and increased the strength of the
Marines. As last month's "Operation Big Lift"--which
originated here in Texas--showed so clearly, this Nation is prepared as
never before to move substantial numbers of men in surprisingly little
time to advanced positions anywhere in the world. We have increased by
175 percent the procurement of airlift aircraft, and we have already
achieved a 75 percent increase in our existing strategic airlift
capability. Finally, moving beyond the traditional roles of our military
forces, we have achieved an increase of nearly 600 percent in our
special forces--those forces that are prepared to work with our allies
and friends against the guerrillas, saboteurs, insurgents and assassins
who threaten freedom in a less direct but equally dangerous manner.
American military might should not and need not stand alone against the
ambitions of international communism. Our security and strength, in the
last analysis, directly depend on the security and strength of others,
and that is why our military and economic assistance plays such a key
role in enabling those who live on the periphery of the Communist world
to maintain their independence of choice. Our assistance to these
nations can be painful, risky and costly, as is true in Southeast Asia
today. But we dare not weary of the task. For our assistance makes
possible the stationing of 3-5 million allied troops along the Communist
frontier at one-tenth the cost of maintaining a comparable number of
American soldiers. A successful Communist breakthrough in these areas,
necessitating direct United States intervention, would cost us several
times as much as our entire foreign aid program, and might cost us
heavily in American lives as well.
70 percent of our military assistance goes to nine key countries located
on or near the borders of the Communist bloc--nine countries confronted
directly or indirectly with the threat of Communist
aggression--Viet-Nam, Free China, Korea, India, Pakistan, Thailand,
Greece, Turkey, and Iran. No one of these countries possesses on its own
the resources to maintain the forces which our own Chiefs of Staff think
needed in the common interest. Reducing our efforts to train, equip, and
assist their armies can only encourage Communist penetration and require
in time the increased overseas deployment of American combat forces. And
reducing the economic help needed to bolster these nations that
undertake to help defend freedom can have the same disastrous result. In
short, the $50 billion we spend each year on our own defense could well
be ineffective without the $4 billion required for military and economic
foreign aid program is not growing in size, it is, on the contrary,
smaller now than in previous years. It has had its weaknesses, but we
have undertaken to correct them. And the proper way of treating
weaknesses is to replace them with strength, not to increase those
weaknesses by emasculating essential programs. Dollar for dollar, in or
out of government, there is no better form of investment in our national
security than our much-abused foreign aid program. We cannot afford to
lose it. We can afford to maintain it. We can surely afford, for
example, to do as much for our 19 needy neighbors of Latin America as
the Communist bloc is sending to the island of Cuba alone.
have spoken of strength largely in terms of the deterrence and
resistance of aggression and attack. But, in today's world, freedom can
be lost without a shot being fired, by ballots as well as bullets. The
success of our leadership is dependent upon respect for our mission in
the world as well as our missiles--on a clearer recognition of the
virtues of freedom as well as the evils of tyranny.
is why our Information Agency has doubled the short-wave broadcasting
power of the Voice of America and increased the number of broadcasting
hours by 30 percent, increased Spanish language broadcasting to Cuba and
Latin America from I to 9 hours a day, increased seven-fold to more than
3-5 million copies the number of American books being translated and
published for Latin American readers, and taken a host of other steps to
carry our message of truth and freedom to all the far corners of the
that is also why we have regained the initiative in the exploration of
outer space, making an annual effort greater than the combined total of
all space activities undertaken during the fifties, launching more than
130 vehicles into earth orbit, putting into actual operation valuable
weather and communications satellites, and making it clear to all that
the United States of America has no intention of finishing second in
effort is expensive--but it pays its own way, for freedom and for
America. For there is no longer any fear in the free world that a
Communist lead in space will become a permanent assertion of supremacy
and the basis of military superiority. There is no longer any doubt
about the strength and skill of American science, American industry,
American education, and the American free enterprise system. In short,
our national space effort represents a great gain in, and a great
resource of, our national strength--and both Texas and Texans are
contributing greatly to this strength.
it should be clear by now that a nation can be no stronger abroad than
she is at home. Only an America which practices what it preaches about
equal rights and social justice will be respected by those whose choice
affects our future. Only an America which has fully educated its
citizens is fully capable of tackling the complex problems and
perceiving the hidden dangers of the world in which we live. And only an
America which is growing and prospering economically can sustain the
worldwide defenses of freedom, while demonstrating to all concerned the
opportunities of our system and society.
is clear, therefore, that we are strengthening our security as well as
our economy by our recent record increases in national income and
output--by surging ahead of most of Western Europe in the rate of
business expansion and the margin of corporate profits, by maintaining a
more stable level of prices than almost any of our overseas competitors,
and by cutting personal and corporate income taxes by some $ I
billion, as I have proposed, to assure this Nation of the longest and
strongest expansion in our peacetime economic history.
Nation's total output--which 3 years ago was at the $500 billion
mark--will soon pass $600 billion, for a record rise of over $too
billion in 3 years. For the first time in history we have 70 million men
and women at work. For the first time in history average factory
earnings have exceeded $100 a week. For the first time in history
corporation profits after taxes--which have risen 43 percent in less
than 3 years--have an annual level f $27.4 billion.
friends and fellow citizens: I cite these facts and figures to make it
clear that America today is stronger than ever before. Our adversaries
have not abandoned their ambitions, our dangers have not diminished, our
vigilance cannot be relaxed. But now we have the military, the
scientific, and the economic strength to do whatever must be done for
the preservation and promotion of freedom.
strength will never be used in pursuit of aggressive ambitions--it will
always be used in pursuit of peace. It will never be used to promote
provocations--it will always be used to promote the peaceful settlement
in this country, in this generation, are--by destiny rather than
choice--the watchmen on the walls of world freedom. We ask, therefore,
that we may be worthy of our power and responsibility, that we may
exercise our strength with wisdom and restraint, and that we may achieve
in our time and for all time the ancient vision of "peace on earth,
good will toward men." That must always be our goal, and the
righteousness of our cause must always underlie our strength. For as was
written long ago: "except the Lord keep the city, the watchman
waketh but in vain."
